Below is the CSCTG PLA Resolution adopted at
our general meeting on 7 June 2004
RESOLUTION
Whereas:
Trade unions are lobbying and pressuring
government agencies to include Project
Labor Agreements in their construction
projects; and
Whereas
:
Project Labor Agreements have been shown
to increase overall costs of contracts
because of union work rules and fees;
and
Whereas
:
Contractors, especially non-union
companies, are discouraged from bidding
on construction projects containing a
requirement for PLAs, because of
burdensome rules and the likelihood that
their own workers will not be hired,
which results in fewer bids; and
Whereas
:
Less competition invariably leads to
higher bids by remaining contractors;
and
Whereas
:
Promises such as "workplace peace" and
"no strikes" are nothing but threats,
and have not prevented work stoppages;
and
Whereas
:
Other promises such as using local labor
and training apprentices result in
higher costs and, as a practical matter,
are not enforceable: and
Whereas
:
Open competition in the bidding process
nearly always results in a better deal
for the government agency and for
taxpayers; therefore
Be It Resolved:
The Central Solano Citizen/Taxpayer
Group opposes Project Labor Agreements
and urges government agencies to avoid
such costly and burdensome constraints
on their projects.
